Notice of Availability for Public Comment on Improvements to the North Ramp within a Federal Flood Risk Management Standard Floodplain at Prescott Regional Airport

The City of Prescott (City), as sponsor of Prescott Regional Airport, intends to reconstruct portions of the airport’s North Ramp. These improvements would include reconstruction and expansion of the existing asphaltic concrete (AC) pavement of the North Ramp, i.e., aircraft parking apron. The proposed improvements will mitigate flood risk by providing positive drainage away from the ramp to established dedicated stormwater conveyance features.

The 0.2% (500-year) floodplain associated with Bottleneck Wash touches the project area and meets the description of the Federal Flood Risk Management Standard (FFRMS) floodplain for regulatory purposes. The proposed improvements would have no impacts to the floodplain’s natural and beneficial functions (i.e., surface water quality maintenance, groundwater recharge, biological productivity, and wildlife habitat). In addition, any floodplain functions related to natural flood carrying capacity or erosion control would not be significantly impacted by the proposed project activities because the area of impact is small, is an area of shallow ponding, and does not contribute to the existing carrying capacity of wash. However, per the Federal Aviation Administration (FAA) Guidelines for Implementing Executive Order 11988, Floodplain Management, and Executive Order 13690, Establishing a Federal Flood Risk Management Standard and a Process for Further Soliciting and Considering Stakeholder Input, a public notice is still required.

Since the City is seeking FAA funding and approval of federal actions occurring in a FFRMS floodplain, a public notice and opportunity for comment is being provided. The public may submit comments on the proposed projects and their potential effects on the FFRMS floodplain for a period of 30 days following the publication of this notice.
